Step 1:-

Click on New Project 

Step 2:-

Select Empty Activity and click on next

Step 3 :-

Give your Application Name,  you can change your package name also ,Select which Programming language you want  and select Minimum Sdk (version).and Then Next..

New Project is created when click on next , Project Interface like this
